2026-145 - North and South Plant Ash Lagoon Cleaning RFP
The work consists of cleaning ash lagoons containing incinerated bio-solids, non-putrescible inert solids, and wet sand across both facilities, with an estimated total quantity of 11,000 cubic yards of ash to be removed (3,500 cubic yards from the North Plant and 7,500 cubic yards from the South Plant). Responsibilities include thoroughly dewatering the lagoons using portable pumps, removing the ash material using District-approved methods without damaging the clay-lined bottoms or slopes, re-grading disturbed banks, repairing clay liners if damaged, and re-seeding affected areas. The contractor must dewater the ash to the consistency of damp sand, obtain necessary transport permits, and haul the material for disposal at the specified landfill while managing transport cleanliness, site safety, and continuous lagoon operations during the project period.
